UC Leader Departs as He Arrived -- Amid Crises
Los Angeles Times, Sept. 19-The University
of California president Richard C. Atkinson, who led his final
Board of Regents meeting Thursday, is ending his eight-year
tenure in the post as he began it -- at a time of crisis for
the university and the state. And he said he is looking forward
to moving back to San Diego. He is swapping locations with his
successor, Robert C. Dynes, the current chancellor
of UC San Diego.

New College Admissions Policy in California
National Public Radio, Sept. 20-Amid
the recent uproar over affirmative action in college admissions,
one program in California appears to be a success. The incoming
freshman class of the University of California was chosen under
a policy designed to improve access for disadvantaged students.
NPR's Scott Horsley reports that despite critics' concerns,
the new policy has not watered down academic standards. (Interview

MacConnel, who has been teaching at UCSD
for most of the past 20 years, is showcasing his work at the
Santa Monica Museum of Art in an exhibit called, "Parrot
Talk: A Retrospective of Works by Kim MacConnel." MacConnel,
who received his bachelor's degree from UCSD
in 1969 and his master's in 1972, will be showing paintings,
sculpture, rugs, furniture and collages spanning the last 30
years.

22- UC Irvine has begun to showcase its high-tech research through
a new organization on campus, Cal (IT)2, called Cal IT squared.
The organization, which teams up UCI with UC San Diego, is aimed
at using technological innovations to foster the state's economic
growth.

Christian Gillin, 65, a professor of psychiatry at
UC San Diego who was also an authority on sleep and mood disorders,
died Saturday of esophageal cancer at a hospice in San Diego.

New Hospital
Rules Raise Concerns
San Diego Union-Tribune, Sept. 19-An
effort by the Bush administration to clarify rules that require
hospitals to provide initial care to any patient who comes in
requiring emergency treatment is creating as many questions
as answers. The new rules, which take effect in November, will
provide hospitals with greater discretion in staffing their
on-call rosters, give hospital ambulances more flexibility in
handling emergency patients and limit the scope of where the

Mr. San Diego 2003 in recognition of his civic and humanitarian
achievements. The club cited Gildred's work as co-chairman of
