EXPERT ON INTERNATIONAL COMMUNICATIONS APPOINTED
DEAN OF UCSD’s GRADUATE SCHOOL OF INTERNATIONAL
RELATIONS
Peter
F. Cowhey, director of the University of California Institute on Global
Conflict and Cooperation and former chief of the International Bureau
of the Federal Communications Commission (FCC), has been appointed dean
of the Graduate School of International Relations and Pacific Studies
(IR/PS) at University of California, San Diego (UCSD). Cowhey will begin
his appointment on July 1, 2002.
Cowhey
is a leading expert in the fields of international communications and
information industries. While at the FCC, from 1994-97, Cowhey made and
directed policy for international telecommunications, Internet and satellite
services. He was also the intellectual godfather of the landmark World
Trade Organization agreement on basic telecommunications services and
a key member of the U.S. negotiating team. Cowhey has been a professor
at IR/PS since 1987 and had directed IGCC since 1999.
“Peter Cowhey has proven himself in many settings both here at the university
and in Washington D.C.,” said UCSD Chancellor Robert C. Dynes. “His experience
and talents, as well as his long affiliation with the School make him
the ideal candidate to lead IR/PS into the 21st century. His appointment
to this position will benefit all university constituents — not only locally,
but also nationally and internationally.”
“Peter Cowhey is a talented and energetic individual,” said Marsha Chandler,
Senior Vice Chancellor for Academic Affairs at UCSD. “I anticipate that
he will be a wonderfully effective leader not only for IR/PS but for the
university overall.”
While Cowhey completes his numerous academic and professional
commitments, IR/PS Professor Andrew MacIntyre will serve as Interim Dean
from August 1, 2001, until July 1, 2002. MacIntyre has been on the faculty
of IR/PS since 1994 and is an authority on the politics of economic reform
in Southeast Asia, particularly Indonesia, and the international relations
of the Pacific. He also directs IR/PS's ASEAN-Pacific Project.
After serving the past year as the School’s Interim Dean, Stephan Haggard
will now return to his research and teaching activities at IR/PS, which
include international relations and comparative political economy of East
Asia and Latin America.
Established
in 1986, UCSD’s Graduate School of International Relations and Pacific
Studies (IR/PS) is the University of California’s only professional school
of international affairs. The school focuses on the economic, political,
and business relations of the Americas and the Asia-Pacific region. More
