“Given Gary’s distinguished career of more than 30 years in higher education, he is ideally suited for this important management position,” said UC San Diego Chancellor Marye Anne Fox. “He has served in numerous leadership positions focusing on university governance and has considerable expertise in collaborating across organizational areas, developing and sustaining new approaches to challenging situations, engaging and encouraging diverse perspectives, and effectively implementing organizational change.”
As vice chancellor for Resource Management & Planning, Matthews is responsible for some of the University’s most critical functions, including: policy development and management of the campus operating and capital budgets, capital planning, land-use planning, facilities design and construction, real estate development, audit and management advisory services, and administrative records.

I hope to play a meaningful and collaborative role in helping to manage and shape the university’s future development and physical environment.”
Prior to serving as interim vice chancellor, Matthews provided leadership in the Business Affairs division as assistant vice chancellor for Auxiliary & Plant Services. In this role, which he held since Feb. 2002, he provided executive leadership for UCSD’s Auxiliary & Plant Services, comprising seven support service departments. In this capacity, he directed human, physical, and financial resources in support of the academic, research and public service programs and the objectives of the University.
Among his many executive leadership roles at the State University of New York at Stony Brook, Matthews served as special assistant to the University president and as assistant vice president directing the campus-wide physical plant that included the 500 bed University hospital, facilities design and construction, energy management and planning, human resources, and student affairs residential operations.
Matthews holds a Master of Social Work degree with an emphasis on Policy Administration and Research from the State University of New York at Stony Brook, and a B.A. in Government from Hamilton College, Clinton, New York.
Matthews will receive an annual salary of $225,000. Per UC policy, there will be a five percent monthly contribution to the Senior Management Supplemental Benefit Program and authorization by the UC Regents to participate in the Mortgage Origination Program (MOP) with a loan up to $1,330,000.
